What the rule requires
Article references are to the text in the Official Journal; summaries are informational, not legal advice.
| IAQ measuring and control devices — Art. 13(5) | Member States shall require non-residential zero-emission buildings to be equipped with measuring and control devices for the monitoring and regulation of indoor air quality; in existing non-residential buildings, when a major renovation occurs, where technically and economically feasible. |
| Technical building systems — Art. 13 | Energy performance of altered systems assessed and documented; automation and control systems for large non-residential buildings (Art. 13(9)–(10), effective dates per national law). |
| National transposition | The exact parameters (CO₂ set-points, ventilation classes) come from national building codes and EN 16798-1 — the Directive fixes the obligation, not the number. |
What you have to measure
- CO₂ concentration per zone (ppm) as the occupancy/ventilation indicator
- Demand-controlled ventilation set-points (typ. 800–1 000 ppm, national rules)
- Optional: humidity, temperature, VOC (non-NDIR)
// Non-compliant new non-residential buildings do not meet the zero-emission definition; renovation permits and EPC ratings depend on national transposition — the obligation lands in building codes from 2026.

Questions engineers ask
Which CO₂ accuracy is needed?
National codes reference EN 16798-1 IAQ categories; an OEM NDIR channel with ±(30 ppm + 3 % of reading) and automatic baseline correction is typical for building automation — confirmed per project.
Is a sensor enough, or a system?
The Directive says 'measuring and control devices' — the sensor must drive ventilation control. We supply the calibrated CO₂ channel into your controller.
